Notes on our transcription

Locators use printed pages (cover unnumbered; printed p.1 = PDF page 2). Counts distinguish incidents, applications, subjects and officers. Narrative, charts and appendix are preserved as separate observations. Reasons overlap; rounded percentages are not used to manufacture counts. Report describes aid/medical evaluation for observed or alleged injuries, chain-of-command and specialized review, and annual/basic/in-service/retraining. Agency conclusion regarding compliance is its own assessment, not independently verified. RTR reporting triggers include firearm discharge, intermediate weapon, chemical exposure, SWAT specialty weapon outside SWAT incident, CEW probe/touch-stun, physical force resulting in or alleged to cause injury, observed injury after force, vehicle ramming, detention rejection for alleged RTR injury, injury allegation after admission, or supervisor determination.

Reported figures

Grouped under the report's own section headings, in the order they appear. A figure marked with an earlier year is a prior-year comparison quoted in this report. Categories within a section can overlap, so they don't always add up to a total.

Data-quality notes

What we found checking this report against itself: totals that don't match their breakdowns, percentages that don't match their counts, revisions, and changes in what a figure covers. We kept JSO's published numbers as printed rather than correcting them.

  • Conflicting counts · printed pp.1,5

Narrative reports 39,980 arrests; table and appendix report 39,890. Existing Year in Review source 559 also reports 39,890. Neither figure has been silently replaced.

  • Category total mismatch · printed p.2

2015 chart applications 228+217+19+6+10 total 480, while narrative total is 496. Difference 16; cause unknown.

  • Conflicting denominators · printed p.3

Narrative states 56% of 378 incidents; overall RTR count is 343. Injured chart totals 329 (185 yes +144 no), matching human subjects. Do not equate subjects with incidents.

  • Percentage mismatch · printed p.4

    44/343*100=12.827988%, not published 11.08%.

  • Percentage mismatch · printed p.4

Using stated 44 complaints: 42/44=95.454545%, not 97.37%; 1/44=2.272727%, not 2.63%. Even using 43 classified outcomes gives 97.674419% and 2.325581%, which do not match.

  • Incomplete breakdown · printed p.4

42 within-policy plus 1 sustained accounts for 43 of 44 complaints. Remaining outcome unspecified.

  • Percentage mismatch · printed p.5

    343/845526*100=0.040566%, not published 0.41%.

  • Ambiguous category · printed p.2

Narrative describes 170 (50%) protecting themselves and/or others, while chart labels 50% Protect Self and lists separate other-protection categories. Preserve separately; reasons overlap.
