I. Purpose of the Policy
The purpose of this order is to establish procedures regarding security at all buildings occupied by the Jacksonville Sheriff’s Office (JSO). #
II. Procedures
A. Personnel Responsible for Building Security 1. The normal business hours of the Police Memorial Building (PMB) are Monday-Friday from 0800 to 1700 hours. After normal business hours, weekends, and holidays, security desk personnel shall conduct security checks. 2. If an area of the building is found unsecured, security officers will secure the area and document the circumstances. 3. Commanding officers of units shall be notified if a security violation needs immediate attention. The commanding officer will be responsible for notifying members under their command. 4. JSO members requiring office/official keys shall contact the Facilities Management Unit at **[REDACTED — F.S.S. 119.071(2)(d), F.S.S. 119.071(3)(a)]** during business hours or the PMB Security Unit after business hours at **[REDACTED — F.S.S. 119.071(2)(d), F.S.S. 119.071(3)(a)].** 5. The security status of all doors allowing entrance into the PMB will be as follows: a. JSO Employees will be allowed routine access to the PMB through the following locations: (1) The Bay Street doors, (0600 - 1730); (2) The Forsyth Street doors; and (3) The first level doors on the Bay Street, Forsyth Street, and Marsh Street sides. b. The first level entry doors which exit to the parking area under the building will remain locked when not in use. 6. The Sheriff’s entrance door from the parking area will be used by authorized personnel. 7. The stairs on the rooftop are not to be used as a convenience exit. They are secured and intended to be an emergency exit only. If a gate is found unsecured, immediately contact the PMB Security Unit at **[REDACTED — F.S.S. 119.071(2)(d), F.S.S. 119.071(3)(a)].** --- B. Visitor Entry to the PMB 1. A visitor is defined as anyone not granted access to the PMB or other JSO facility by means of an issued radio frequency identification card (RFID). This includes law enforcement personnel from other agencies. a. A white visitor pass will be issued to persons who properly identify themselves. b. City or State employees must display their city/state identification card or badge or JSO issued identification card to be allowed entry into the PMB. 2. All visitors entering the PMB must be unarmed with the following exceptions: a. Active law enforcement officers as defined in Florida State Statute (F.S.S.) 943.10; b. State Attorney’s Office investigators, judges, Public Defender’s Office investigators; and c. Active or retired JSO Police and Corrections Officers. Active law enforcement officers, retired JSO Police, and Corrections Officers must display valid current identification card or badge to be allowed entry. 3. Retired JSO Police and Corrections Officers requesting admittance to limited access areas of the PMB must adhere to the following policy: a. Be documented into the online Visitor Log and display their issued identification card or badge while inside the PMB; b. If the retirees do not have their issued identification card or badge then they must display a visitor’s pass while inside the PMB; c. Due to the sensitive nature of criminal investigations, retirees wishing to enter an Investigations Division Unit, or any other limited access location within the agency shall be escorted by a representative from that respective unit, section, or command staff; and d. After normal business hours, access by retired personnel will be limited to the gym facilities unless escorted by active duty personnel. 4. Active JSO officers displaying a JSO issued badge or persons issued a photo identification card by the JSO need not log in and receive a visitor’s pass. 5. In the event an employee does not have his issued identification card in his possession, he must log in the same manner as a civilian visiting the PMB. 6. JSO employees who wish to use the PMB gymnasium must do the following: a. Complete a Form P-1821 (Gymnasium Facility Release of Liability) and have the form signed by the Chief of Support Services. A copy of the form shall be retained by the Security Coordinator and the approval entered on the PMB Security page on 94Net. b. While using the gymnasium facility, all persons will follow the posted rules of the facility to include: (1) Ensuring that weights and other workout equipment are returned to its proper location; (2) Properly disposing of all trash and cleaning any spills; and (3) Not dropping weights during the business hours of 0800-1100 and 1300-1700. c. Failure to abide by these policies may result in gym access being revoked. 7. **Gymnasium Guests** a. The PMB gymnasium facilities are also available for guests and family members of JSO employees. b. Guests are expected to adhere to the following stipulations: (1) All gymnasium guests must be at least 16 years old; (2) They must be accompanied by an employee at all times while inside the PMB; (3) They shall obtain the proper visitor’s pass at the Forsyth Street Security Desk and display it at all times while in the PMB; and (4) They shall have a completed Form P-1821 (Gymnasium Facility Release of Liability) on file (having also completed the biographical information section on the back of the form). 8. All on-site solicitation of City of Jacksonville (COJ) employees by commercial vendors on city property is restricted to the policy set forth by Municipal Ordnance (MO) 601.104. 9. Units expecting over 10 persons to visit the PMB will need to submit an email to **[Guards@jaxsheriff.org](mailto:Guards@jaxsheriff.org)** to the Security Officer Supervisor at least 24 hours prior to the date when possible. a. This will allow the Security Officer ample time to prepare visitor’s badges. b. The Security Officer Supervisor will ensure badges are prepared once the email is received. --- # C. Identification Cards [CALEA 22.1.8] 1. All sworn, civilian, volunteer, contractors and special personnel of JSO and all non-JSO employees shall be issued identification cards as described herein. a. These cards list the specific grants and/or limitations of authority extended to the holder. These cards are programmed to allow access to authorized areas which will include the appropriate parking lots. b. All cards are numbered sequentially and proper records are kept of who holds the cards. c. All cards are to remain the property of the JSO. 3. All individuals needing an identification card will be required to submit to a background investigation. The following reasons will exclude the individual from receiving an identification card: a. Conviction of any Forcible Felony (as defined in F.S.S. 776.08); b. Conviction or charge pertaining to any drug or theft, whether felony or misdemeanor; c. If there is any pending felony criminal or theft case against the individual; and d. Any exceptions to the above must be approved by an Assistant Chief or higher, prior to issuance of an identification card. 4. Identification cards will be issued by the Security Coordinator/Designee or Facility Access Officer of the Pretrial Detention Facility (PDF) for the Department of Corrections contractors as needed. 5. Identification cards are color coded to indicate employee types. The following defines the color codes: a. **Undersheriff, Directors, Chiefs, and Assistant Chiefs:** Blue/Yellow Border. b. **Appointed Civilian Staff:** Green/Yellow Border. c. **Sworn Police:** Blue Border. d. **Corrections Officer:** Light Blue Border. e. **Civilian Security:** Aqua Border. f. **Police Auxiliary:** Grey Border. g. **COJ/Employee assigned to the PMB:** Olive Green Border. h. **Contractor:** Orange Border. i. **Civilian Employee:** Green Border. j. **Sworn Bailiff:** Brown Border. k. **Civilian Bailiff:** Yellow Border. l. **Sheriff VIP Guest:** Purple Border. m. **Special Process Server:** Lime Green Border. n. **Volunteer, Intern:** Black Border. o. **Judges:** Solid Gold. p. **Elected officials, Magistrates, Trial Court Administrator, Court Council, Chief Deputy Clerk of Courts, Judicial Assistant, Magistrates’ Assistant:** Solid Teal. q. **Assistant State Attorneys (ASA), DOC Probation Officers, Special Assistants to Clerk of Court, Court Administration Staff Attorneys:** Solid Blue. r. **Clerk of the County Court personnel, Court Administration personnel, Civilian Attorneys:** Solid Red. 6. JSO personnel and employees, who have had their identification cards revoked, but have a need to enter the PMB, will be issued a black border card with the approval of the Chief of Support Services Division. 7. **Lost Identification Cards (Lost ID Cards)** If at any time, an employee does not have custody and/or possession of their issued identification card (i.e., lost or stolen), they shall: (1) Immediately contact the Security Coordinator via email at **[SecurityCoordinator@jaxsheriff.org](mailto:SecurityCoordinator@jaxsheriff.org)**; (2) Complete an Incident Report; (3) Complete a Form P-0695 (Identification Card – Lost or Stolen Form) and send through his chain of command to the Assistant Chief; (4) Pay a **$5 fee** at the Public Counter (PMB – Monday – Friday 0800-1700) and get a receipt; and (5) Bring the Form P-0695 (Identification Card – Lost or Stolen Form) and Public Counter receipt to Room 216A to the Security Coordinator or designee Monday-Friday from 0600-1100 or 1300-1700 hours. --- # D. Retired Employees Identification and Privileges 1. Employees retiring in good standing shall be entitled to an identification card that identifies them as a retired employee of the JSO. Retired employees shall adhere to the following policy when entering any JSO control facility: a. Retirees will be issued identification cards with limited access. b. Retired employees must display a valid state issued identification card, driver license, or JSO issued identification card or badge to be allowed entry into any JSO controlled facility. Retirees must continuously display their retiree identification card or a white visitor pass at all times while they are in the facility. c. Retirees should not be entered into the online Visitor Log, unless they are requesting admittance to access areas of the PMB outside the approved areas. d. Retired employees will be allowed unescorted access to the following areas of the PMB: the gym, locker room, cafeteria, chapel, credit union, and drill hall during special events. Security Officers will determine if the retiree has any other destination and call someone from the affected section to escort the retiree. 2. Retirees may be denied a retiree identification card and/or access to any JSO control facility beyond publicly accessible areas for any reason determined by the administration, including but not limited to: a. The retiree separated from JSO while under investigation for criminal misconduct or while under administrative investigation regarding serious misconduct; b. The retiree is determined to be a danger to himself or others; c. The retiree, after separating from the JSO in good standing, becomes the subject of an active criminal investigation or is convicted of a crime; and d. Any deviation from the above must be approved by the Undersheriff or his designee. --- # E. Parking at JSO Facilities 1. To assist in identifying privately owned vehicles authorized to access the PMB parking garage and do not pose a threat, the Security Coordinator shall maintain an accounting of privately owned vehicles by employees authorized access to the garage. 2. An electronic database providing full identification of employees and employees’ authorized personal vehicle(s) shall be maintained. a. The database shall include the recording of a numbered identification sticker affixed to the inside of the vehicle’s windshield. b. The sticker shall be placed so it is easily viewable from outside of the vehicle. 3. Those employees who are granted access will be determined by the Chief of Support Services or designee. a. A maximum of two decals will be issued to any one employee. b. Any deviation from this restriction must come from the Chief of Support Services or higher authority. 4. Any employee, or other authorized visitor, who is granted temporary parking access to the PMB must first obtain an issued parking placard. a. The placards will be issued by the PMB Security Unit and will require that the applicant furnish their JSO identification, vehicle description and destination within the PMB. b. The Security Officer shall then verify the appropriate length of stay and mark the expiration date and time on the issued placard. c. The employee/visitor shall then be instructed as to the proper use and display of the placard. d. The Security Officer shall then assist the authorized person and vehicle in gaining entry to the PMB parking garage. 5. Each employee of the JSO who attempts to enter a parking area with access controls present (i.e., gate, arm, etc.) must use their issued identification card to enter the parking area. a. Employees must “swipe” their issued identification card on the card reader on each entry, even if the access control (i.e., gate, arm, etc.) is in the open position. b. Employees should be mindful that automatic gates at parking area entry points are programmed to prohibit one vehicle from following another vehicle through. c. Any employee who attempts to gain access through the gate by “follow through” will be liable for any damage to the gate, to the employee’s privately owned vehicle, and to the JSO vehicle being driven. d. Access control systems are COJ property. Any employee whose vehicle (e.g., COJ vehicle, personal vehicle, or any other motor vehicle) damages any part of an access control system must immediately report the incident to their respective supervisor or chain of command and to the Assistant Chief of General Support. The employee’s supervisor or chain of command is required to ensure that documentation pertaining to damaged property is completed per Order 474 (Supply and Mail). e. Employees authorized to park in the parking garage shall park only in designated parking spaces. f. Employees shall not park JSO vehicles at metered spaces on the city streets surrounding the PMB or in the metered spaces in the city parking lot behind the PMB. g. Employees are prohibited from parking anywhere there is posted “No Parking” or in other designated spaces that do not qualify them to park there. --- # F. Emergency Weapons Locker 1. The weapons will be only for emergency use by authorized personnel. 3. The weapons lockers will be made accessible only to the following employees by way of identification card: a. **[REDACTED]** b. **[REDACTED]** c. **[REDACTED]** d. **[REDACTED]** e. **[REDACTED]** f. **[REDACTED]** 4. Emergency firearms will be tested and/or inspected twice per year by the security coordinator or designee, in keeping with Weapons Policy, during the Gun Range inventory of the weapon type. A firearm will be approved for use only after it has been determined functional. Any firearm found to be unsafe or malfunctioning will be removed from service, repaired, and/or replaced. 5. Rifle ammunition will be replaced at the discretion of the Commanding Officer of Gun Range Unit. --- # G. Substation Security 1. Each zone commander is ultimately responsible for ensuring his substation can be adequately secured. Daily securing of each substation is the responsibility of the sworn police officers assigned to the substation. 2. Normal business hours for Zones 1, 3, 4, 5, and 6 are 0800 to 1700. Zone 2’s normal business hours are 0700 to 1700. All zone substations shall operate Monday-Friday and are closed on weekends and holidays. 3. Visitors moving beyond the publicly accessible area of any substation (i.e., civilian observers, victims to be interviewed, suspects, etc.), shall be escorted by the affected officer at all times. 4. Zone alarm codes shall be changed at least once annually and sooner when an employee of the respective zone is terminated. The zone commander shall designate which person within the zone is responsible for establishing and changing the zone alarm code. 5. Watch commanders shall be responsible for issuing and accounting for all substation keys issued to personnel under their command. Watch commanders shall retrieve keys from all personnel permanently transferring out of the zone. 6. All visitors entering the substation must be unarmed, including those possessing concealed weapons permits, in accordance with this policy. 7. As the first line of defense against acts of aggression, substation **[REDACTED — F.S.S. 119.071(2)(d), F.S.S. 119.071(3)(a)].** 8. Substation front counter personnel shall ensure the public entrance is secured (locked) at the conclusion of each workday. 9. Each zone’s administrative lieutenant will be immediately notified of any substation security issues requiring immediate attention. The administrative lieutenant will be responsible for handling the issue and notifying the zone commander. 10. All substation doors, except the public entrance, will be kept locked at all times when not in use. At no time will an exterior door be propped open and left unattended. Zone commanders are authorized to determine which doors are authorized for use by members of their commands and to establish times for their use. 11. When using inmate labor at a substation, officers will, at a minimum, adhere to Order 660 (Inmate Work Crews). --- # H. Property & Evidence 1. Normal business hours of the Property & Evidence Facility, for the public, are 0730 – 1630 hours, Monday - Friday. 2. Access to the Property & Evidence Facility is severely restricted in order to preserve the integrity of evidence in the custody of the JSO. a. All business with members of the public will be conducted during business hours at the lobby window inside the main entry on Haines Street. Collection of large items may be made at the Marshall Street loading dock by prior arrangement. b. JSO personnel not specifically assigned to the Property & Evidence section will be allowed into the fenced parking area, officer intake area, and front office areas via issued RFID identification cards. The fenced parking area and intake are open to agency personnel 24 hours a day. All other areas shall be secured and accessible only to personnel assigned to the Property & Evidence Section during non-business hours. c. Members of the Crime Scene Unit will enter the facility using issued RFID identification cards through the Crime Scene Unit entrance on Marshall Street. d. Access to all other areas must be escorted by unit personnel. If access to the gated areas of the warehouse, purge area, vaults, or inner intake office is necessary, all persons not assigned to the facility will be required to sign in and out of these areas, and must remain escorted while there. --- # I. 711 N. Liberty Street Complex 1. The Director of Investigations & Homeland Security is responsible for the facilities located at 711 North Liberty Street. However, primary responsibility for security lies with each sworn officer assigned to any unit at the facility. 2. The complex located at 711 North Liberty Street houses specialized investigative units who conduct sensitive investigations and process and store evidence. For this reason, access to all areas of the facilities located at 711 North Liberty Street is restricted to JSO personnel only. JSO personnel not assigned to the Liberty Street location shall be escorted while at the location. 3. Only JSO personnel will be allowed access to the fenced parking area. Access is available, to members of the JSO 24 hours a day, via issued RFID identification cards. All non-JSO personnel must be escorted through the gate. --- # J. Jail and Prison Facilities Entrance into the PDF, Montgomery Correctional Center (MCC), or the Community Transition Center (CTC) will be granted in accordance with Order 601 (Facility Access). --- # K. Academy and Gun Range 1. The Training Academy is located at Florida State College at Jacksonville (FSCJ), North Campus, 4715 Capper Road. Normal hours of operation are from 0800 to 2200 hours. FSCJ Security Officers have primary responsibility for the security of the Training Academy. However, during normal hours of operation the Training Academy personnel shall have responsibility for the security of their assigned areas. a. The Training Academy is on an open campus. However, access to the Training Academy is restricted to Training Academy staff, FSCJ staff, authorized members of law enforcement agencies, support personnel, and specified FSCJ students attending classes scheduled at the Training Academy (e.g., Basic Law Enforcement/Basic Correction Programs, etc.). b. FSCJ students and visitors not attending classes hosted at the Training Academy must check-in at the main office upon arrival. c. The confidentiality of materials contained inside the Training Academy is of upmost importance. Therefore, only Training Academy and FSCJ staff are granted access into the main office and records storage area. 2. The Gun Range is located at 16666 Firing Range Road, inside the perimeter of the MCC. The normal hours of operation are Monday – Friday from 0800 - 1700 hours. Gun range personnel have primary responsibility for the security of the Gun Range. The Gun Range is not open to the public. a. The Gun Range is used by members of the JSO and other agencies. Access will be granted to the Gun Range in coordination with Gun Range staff. b. After normal operational hours, weekends, and holidays, the Gun Range access gate will be secured. MCC personnel are responsible for conducting security checks of the Gun Range after hours. c. **[REDACTED — F.S.S. 119.071(2)(d), F.S.S. 119.071(3)(a)].** --- # L. Canine and Equestrian Facility 1. The Commanding Officer of the Canine Unit has overall responsibility for the Canine facility. However, the officers assigned to the unit have primary responsibility for the security of the site. The Canine Facility, located at 1076 Duval St, is not open to the public and shall be secured 24 hours a day. Visitors granted access to the facility will be escorted at all times by JSO personnel. 2. As the facility is not continually staffed during normal business hours, facility services or deliveries must be pre-scheduled so a JSO employee is present to accept deliveries or open the facility to other essential services (e.g., veterinarians, exterminators, etc.). --- # M. Duval County Courthouse Complex and J – Courts 1. The Duval County Courthouse (DCC) is located at 501 West Adams Street. The J – Courts are located at 500 East Adams Street and are connected to the PDF. The Chief Judge of the Fourth Judicial Circuit has total authority and responsibility for security within and for the DCC and the Duval County judicial system as addressed in Orders 703 (Courthouse Holding Area Security Operations) and 704 (Courthouse Courtroom Security Operations). The JSO Courthouse Security Manager serves as the liaison between the Chief Judge and JSO, and facilitates the overall security for the DCC Complex and J - Courts. 2. The normal business hours of the DCC, during which the public will be admitted, are Monday - Friday from 0700 to 1730 hours. The Normal business hours of the J – Courts are from 0800 to 1700 hours, every day, for First Appearance Court and Misdemeanor Arraignments. 3. The general public is authorized to only enter the DCC through the main entrance on Adams Street. The secondary entrance, located on Pearl Street, is open to authorized personnel from Monday - Friday 0600 to 1700 hours. Access to the Pearl Street entrance is limited to the following: a. Active civilian and sworn JSO personnel, whether in uniform or clearly displaying their JSO issued identification card; b. Elected Officials; and c. The Pearl Street entrance is subject to restrictions by the Court Services Section Security Manager and/or the Chief Judge. Any other access times must be approved by the Court Section Security Manager. The official security procedure regarding restrictions on when and how non-uniform active Law Enforcement Officers may carry firearms within the DCC is contained within the Courthouse/Courthouse Security Policy. 4. Certain areas of the DCC are restricted to the general public. Access to non-public areas must be requested thru the Court Security Section and must be approved by the Court Services Section Security Manager/Designee. 5. Requests for identification cards and/or access to the DCC must be approved by the Court Services Section Security Manager/Designee **[REDACTED — F.S.S. 119.071(2)(d), F.S.S. 119.071(3)(a)].** **[REDACTED — F.S.S. 119.071(2)(d), F.S.S. 119.071(3)(a)].** 6. Replacement cards will be issued without charge for cards that are officially reported as stolen. All DCC loading docks are secure and restricted to authorized personnel only. All vehicles entering the loading docks will be screened for security. --- # N. Marine Unit Facility Access to the Police Marine Facility is limited to members assigned to the Marine Unit, or personnel approved by the Assistant Chief of Special Operations, or his designee. --- # O.
